- Sosyal yardımları sosyal sigortalardan ayıran en önemli özellik, sosyal yardımların bireyleri en kısa sürede muhtaçlıktan kurtararak kendi kendilerine yeterli hale gelmelerini sağlama amacı taşımasıdır. Türkiye'de sosyal yardımlar, primli sosyal güvenlik sistemlerinin tamamlayıcısı olarak düzenlenmiştir. Türkiye'deki sosyal koruma sistemi öncelikli olarak çalışma ile ilişkili olup çalışan birey Sosyal Güvenlik Kurumuna kayıt olarak prim ödemekte, bu sayede sosyal koruma kapsamına girerek sosyal risklere karşı korunmaktadır. İşsizlere aktif ve pasif istihdam politikaları uygulanmakta, kayıtlı olarak çalışmayan, aynı zamanda aktif ve pasif istihdam politikaları kapsamı dışında kalan bireyler için ise sosyal yardım programları bulunmaktadır. Sosyal yardım alanlar için de aktif istihdam politikaları uygulanmaya başlanmış olmakla birlikte kural olarak kayıt dışı çalışma bu uygulamaların dışında kalan kesimi ifade etmektedir. Ancak çalışmamızda yer aldığı üzere Türkiye'de sosyal yardım almakta iken kayıt dışı çalışan bir kesimin varlığı TÜİK istatistikleri analizinden anlaşılmaktadır. Söz konusu verilere uygulanan ki kare analizi sonuçları, öncelikle sosyal yardım alma ve kayıt dışı çalışma arasında bağımlı bir ilişkinin olduğunu ortaya koymuştur. Sonrasında yapılan lojistik regresyon analizi ise sosyal yardım almakta olan hanede yer alan kayıt dışı çalışan bireylerin sosyal yardım alan hanede yer almamakla birlikte kayıt dışı çalışan bireylere arasında anlamlı farklılıklar olduğunu göstermektedir. Bu çalışma ile, kayıt dışı çalışırken sosyal yardım alınan hanede bulunma durumuna ait faktörler detaylandırılarak Türkiye'deki sosyal politika literatürünün, neoliberal politikalar bağlamında ulusal ve uluslararası sosyal politikanın sosyal hak kayıpları, esnek çalışma, güvencesizleşme, özelleştirme ve sendikasızlaştırma gibi unsurlarının elimine edildiği sosyal politika düzenlemelerinin yapılandırılması hedefi ile sosyal yardım alma durumuna neden olan piyasa koşullarını görmezden gelen yapısı yerine mevcut piyasa şartlarının insanları sosyal yardım almakta iken kayıt dışı çalışmaya iten piyasa düzenlemeleri irdelenerek sosyal yardım almakta olan bireylerin kayıt dışı işler yerine insana yakışır işlerde çalışmalarına yönelik olarak politika önerileri sunulmuştur.
