No, you cannot push out and lock the blade. It retracts each time.

Does it come with blades?

Mine only came with the one blade stored in the handle. It was hard to get out, had to use a screwdriver to dislodge. And for the record, it does NOT lock in place. There is not an option for two positions as stated elsewhere.
