If you're looking to complete your stormtrooper cosplay or just want to add some static burst effect to your voice, the Voicebooster Icomm is the perfect tool for you. Although it can't radically alter your voice, it adds a crackle and iconic "end of transmission" feedback, just like the original stormtrooper. It's a bit expensive, but worth the money if you've struggled with DIY alternatives in the past. A push-to-talk button is a great feature, and you can even select one specific static burst sound. The microphone needs to be rotated precisely to your mouth, however, and it can be a bit of a struggle to keep it in place under a stormtrooper helmet.
